The first part of this strategy refers to when the player is holding a certain number of cards to a royal flush. If you are holding four of the five cards that would make a royal flush then the fifth card must be discarded even if it is contributing to a paying combination. Remember this is the biggest payout in Video Poker so this may be your one shot at winning big.
The second part of this strategy refers to hands that do not have any paying combinations. In such hands players should hold cards to make paying combinations in this order, four to a royal flush then four to a straight flush. Three to a royal flush then four cards to a flush. When it comes to low pairs. four to a straight, three to a straight flush, two to a royal flush, two cards that are not paired that are higher than Jack and one card higher than a Jack.
If none of these combinations can be made then the player should discard all cards and try again. This strategy is based on probability of payout combinations so if you are of a mathematical mind this may be a strategy to choose to follow.
